FINE LINE IN THE STAFF-COUNCILLOR RELATIONSHIP
Quote from Municipal World
Dealing with Problems - First of all the councillor should be taking enquiries to the CAO, who should then coordinate a response from staff. This point must be made crystal clear in training and policy should be repeated often. The councillor should be reminded that the identity of the complainant is their personal information and will never be released to someone else.

Subject: Engineering - Government Road Bridge Expansion Joint Repairs
Hi Jennifer,
Please find the following breakdown for the estimate on the engineering/support for the repair work required at the
Government Road Bridge.
1. Pre-construction design repairs, site meetings and worked to get contractor pricing on repairs in short
order. -$6,240
2. Survey Monitoring of bridge once bearings are reset (to monitor vertical movements afterwards) -$3,500
(initial setup and prepare record data log)
a. 4 months of monitoring once the bearings are reset ( 2 times a month for first 2 months)+ once a
month for the later 2 months. Budgetted $850 per trip= $5,100 total. If the data shows lots of
movement right after resetting the bearings, then I would suggest monitoring more frequent.
3. Construction Supervision during the repairs -$1,900 / day (this assumes 8hrs on site+ travel and a daily
site report)-Assumed 2 days during construction= $3,800
Total estimate would be $18,640 + HST, we have developed the above using our hourly rates and estimate of
hours required onsite. TULLOCH would suggest working on a time & material basis using the hourly rates below:
| Column 1 | Column 2 |
|---|---|
| ENl - Engineer/Professional in Training | 130.00 |

The Request for Proposal (RFP) for the Waste Disposal Site Monitoring and Operations Reporting was by invitation, six Engineering Firms specializing in Environmental Engineering were invited to submit a proposal, and four responded by the May 17, 2024, due date.
On review of the proposals submitted, it is recommended that the RFP be awarded to Greenstone Engineering in the amount of $12,990.00, plus HST. The RFP was for water monitoring and reporting for a one-year period. Greenstone Engineering has provided a 5% discount with the condition of extending the contract over a 3-year period holding this discounted annual rate at $12,340.50. It is recommended that Council consider entering a 3-year contract in the amount of $12,340.50, not only is the price very economical having a 3-year contract will eliminate the need to go through this process each year. Initially, the thought was to do the RFP for a one-year period and approach Council to do an RFP for all engineering such as road work, etc. After reviewing submissions from engineers specializing in Environmental, it is clear that doing a broad RFP for all engineering would prevent cost savings.

Subject: for agenda of May 23rd council meeting
Flag Status: Flagged
To Mayor and Council for May 23 rd council meeting
It’s happened again ,today a serious car accident has been avoided at the intersection of Finns Bay Rd. North and people turning from Neebish Road to Finns Bay South.
This is a regular occurrence.
The council should be aware, this has been an ongoing issue for decades and still is not solved by the yield sign for those on Finns bay North, yielding to those turning from Neebish to Finns Bay South.
Most people not regularly give the right of way to cars on Neebish Rd. turning to Finns Bay south even though they are required to do so .
There are a number of factors I believe why this happens.
Firstly, it seems unnatural for people on Finns Bay Rd. North to give right away to people crossing in front of them.
Secondly, the speed changes from 50 km an hour to 60 km an hour at that intersection and many people use that small curve to increase their velocity and decreasing the possibility of giving someone turning left the right way.
Thirdly in winter, this past winter in particular, at least two cars went into the ditch by taking the curve to quickly from Finns Bay north on to Neebish Road. Winter driving that curve is extra dangerous.
For most of us on the South side, we were formally seasonal residence but now most of us live here year‐round and experience this difficulty on a daily basis. There is going to be an accident. Those of us on Finns south we have to regularly give right of way to those on Finns North, as they do not abide by the yield sign . It becomes our responsibility to avoid accidents because the other driver ignores the yield sign; the yield sign seems meaningless.
In my opinion, the only solution is putting a three‐way stop at that intersection. A stop for both Finns Bay North and Finns Bay South and Neebish Road so that the first person stopping at the intersection has the right of way.
Township Council ,you have a responsibility for the safety of your citizens, and those of you who have been around for a long time know that this intersection has always been a difficulty for the residences. Please discuss this stop sign option and make your choice for the safety of both north and South. Finns’ Bay Rd. residence .
Please respond to this email one way or another.
Thank you!

To Laird Township / Jennifer
To seek Pre approval, in favor in principal
From Mike and Lorrie Rollin / Harvey Matthews
Regards to : Severed lot (1.6 acres) on LakeView Drive
Discussion
We would like a lot on River Side Drive. Due to Algoma Health restrictions on lot size for septic and well we would need to increase size to 3 or 4 acres from the original size of 1.6 acres. The existing second severed lot on Lake View is under size and is a very low, wet and not well drained area for building a dwelling.
We have spoken to the Planning Board about different options such as lot adjustment / lot addition. Or do we have to consolidate the second severance back to the farm and then create a new lot? Has the number of severances increased since that time back in 1990 when this was initially completed when only two lots were allowed?
The potential dwelling in question would go between Harvey Matthews and the corner dwelling approximately in the middle. A driveway would be made and a culvert would be needed. Please pass along guidelines and any participation from Township with the culvert and ditches as well as any restrictions. See attached diagram.
We look forward to your response and direction on this matter.
Thank you

Dear Mayor Evoy:
It has been brought to my attention that some municipalities in the province have implemented new stormwater fee structures, and others are exploring doing so.
As Minister of Agriculture, Food and Rural Affairs, I am writing to ask that your municipality considers the needs and potential impacts on agriculture in your community when evaluating proposed changes to stormwater or other fees and to offer any support that my ministry can provide as you fully consider the impacts.
As you know, Ontario farms contribute significantly to local economies while supporting access to high-quality food both domestically and globally. The agri-food sector employs over 836,000 people and contributed $48.8 billion to our provincial economy. Our government is committed to supporting the growth of the agriculture and food industry, which is why we released Grow Ontario: a provincial agri-food strategy to strengthen the agri-food sector, support economic growth, and ensure an efficient, reliable and responsive food supply for Ontarians.
To ensure that our food supply system continues to be responsible, trusted, and competitive on the world stage as well as a driver for economic growth in Ontario, it is important that all levels of government work closely with the agricultural community when evaluating new policies.
There is a need for special consideration for agricultural properties to ensure there are no unintended consequences that disproportionately impact farmers or greenhouse operators, as demonstrated in several of the new stormwater utility programs, including Brant County’s proposed Stormwater Utility Program, which will exempt agricultural properties from the new proposed fee.

‐ 2 ‐
It is also worth noting that many farmers have already invested in water management measures and may not utilize municipal waterways in the same manner as other businesses.
Staff at my ministry are available to provide guidance on supporting the growth of the agricultural community while balancing broader municipal needs. Please feel free to contact Scott Duff with any questions you may have at (519) 820-3331 or by email at scott.duff@ontario.ca.
I hope that your municipality will consider engaging more directly with farmers and greenhouse operators to mitigate any unintended impacts new charges may have. It is imperative that municipalities and the agricultural industry work together to ensure the economic prosperity of our rural communities now and well into the future.
Sincerely,
Lisa M. Thompson
Minister of Agriculture, Food and Rural Affairs
