Road Superintendent Report – Verbal Report

The Township of Laird

Roads Department Report to Council

Submitted by: Ed Lapish, Acting Roads Superintendent

Reporting Period : August 2026

Work Completed

New windows were installed in the Roads Department shop. The shop overhead doors also received new trim and weather stripping to improve the condition and efficiency of the building. Repairs were completed to the sand shed wall.

At the Fairgrounds, a new water holding tank was installed and is now functional. The system is currently awaiting completion and approval of the required water testing. Surface treatment has been completed throughout the Township and was completed under the forecasted budget amount.

Recycled asphalt has been applied to all roads. Eight loads of recycled asphalt were taken from Isbestor Road and used on Lake George Road to assist with realigning and straightening the road. A cross culvert on Cloudy Lake Road was replaced.

Ditching on Lake George Road has been completed. The ditch was straightened to assist with realigning the road and improving drainage.

Work In Progress

The bus turnaround on Riverside Drive will be completed.

Ditching on Neebish Road will be underway as soon as the required locates have been completed. The ditching material that was hauled to Bar River Hall still needs to be levelled. Two loads of nut slag at the hall will be used to create a French drain, which will allow for the expansion of the parking lot. The Laird Hall parking lot still requires some cleanup and tidying.

A trench across the Laird Hall parking lot will be done once the required locates have been completed.

The plow truck is being scheduled for its annual safety inspection. Any required repairs will be completed, along with an interior detailing, so the truck will be ready for the upcoming winter season.

For Your Information / Consideration

Bridge reports have been completed. The replacement of the Lake George Road culvert will need to be considered and added to next year's budget.

Council is also asked to consider including the replacement of the guard rail at Government in next year's budget.

I would also ask Council to consider posting the Groundskeeper position now. This would allow the successful candidate to come in and shadow during the final cleanup period while the student is still available. This may assist with training for the spring season, when the workload can be busy and there may be less opportunity to train a new employee.

Council is also asked to consider the option of purchasing a new 3/4-ton pickup truck for next year's budget. The current Roads Department truck could then be assigned to the Groundskeeping position. The current vehicle is in good condition and could potentially provide many more years of service for that department.

At present, the Groundskeeping employee uses their personal vehicle for work purposes. Providing a Township vehicle may make the position more accessible and eliminate the need to find an employee who is willing to use their own vehicle for Township work.

I would also like to ask that Council schedule our annual Road Tour for this fall season.

Clerk’s Report – Verbal Report

PDF pages 14 to 15.

TOWNSHIP OF LAIRD
REPORT TO COUNCIL

Date: August 20, 2026

To: Mayor Evoy and Council

From: Jennifer Errington, Clerk Administrator

Subject: August Clerk’s Report

Set Road Tour Date

Council is asked to set a date in September (or early October) for the annual Fall Road Tour. Traditionally, road tours have been held on weekends; however, if Council is available, an early evening weekday meeting could also be arranged.

Council currently has a Special Council Meeting – LIR Site Visit scheduled for September 9, 2026 at 5:00 p.m. , and the next Regular Council Meeting is scheduled for September 17, 2026.

Share Shed Volunteer

Staff were approached by Elizabeth Hooper, who has offered to volunteer at the Waste Disposal Site to tidy the Share Shed once per month. She would require a broom and would attend during regular operating hours.

Several years ago, Council directed staff to advertise for Share Shed volunteers, but no interest was received at that time. Council must determine whether it wishes to proceed with accepting volunteer assistance now.

Laird Fairgrounds and LIR

This matter will be discussed further during the LIR Site Visit on Wednesday, September 9, 2026, but staff wish to make Council aware that the Fairgrounds custodian has noted that LIR uses the Fairgrounds washrooms on race nights.

This season, we appear to be going through more toilet paper than usual, and supplies ran out during the Laird Fair. Staff will continue monitoring usage.

In addition, the custodian has asked whether the washroom doors may be locked during race nights to prevent use by LIR patrons. Staff are unsure whether this is advisable, as it appears there may be insufficient washroom facilities on the LIR side or another reason patrons are accessing the Fairgrounds washrooms. Further discussion with Council is required to determine an appropriate approach.

Pumpkin Fest – September 26, 2026

Pumpkin Fest is approaching quickly. This year, staffing will be reduced due to a scheduled vacation. The Recreation Committee will review areas where additional assistance is needed to cover reduced staffing.

Mayor Evoy and Councillor Frolick, along with their spouses, have traditionally volunteered for BBQ duties. Staff strongly encourage all members of Council to attend the event, and to volunteer if available.

Important Dates

a) Nomination Day – August 21, 2026 closes at 2:00 p.m.

b) Wharf Meet & Greet – Sunday, August 23, 2026

c) Special Council Meeting – LIR Site Visit – Wednesday, September 9, 2026 at 5 p.m.

d) Swap Meet Fairgrounds – Saturday, September 19, 2026

e) Pumpkin Fest – Saturday, September 26, 2026

f) Fall Supper at Bar River Hall – TBA

g) Fall Road Tour – TBD September ??, 2026

RECOMMENDATION:

BE IT RESOLVED THAT Council receives the Clerk’s Report dated August 20, 2026, as presented;

Memo: Joint Official Plan – Statutory Public Meeting – September 2026

PDF pages 23 to 25.

TOWNSHIP OF LAIRD
MEMORANDUM

Date: August 20, 2026

To: Mayor Evoy and Council

From: Jennifer Errington, Clerk Administrator

Subject: Joint Official Plan – Statutory Public Meeting – September 2026

Purpose:

To inform Council of recent direction from the Desbarats to Echo Bay Planning Board regarding next steps in the Joint Official Plan process, and to obtain Council direction on scheduling Laird Township’s Statutory Public Meeting in September 2026.

Background:

On July 28, 2026, the Planning Board passed Resolution No. 45-2026 directing the following:

A confirming by- law is expected at the Board’s August 2026 meeting under Planning Act

s. 18(2).

The Board has asked each municipality to begin coordinating a date and time for its Statutory Public Meeting and to provide that information so that required notices can be prepared.

Statutory Process – Summary of Required Steps:

Based on guidance from J.L. Richards and the Senior MMAH Planner, the statutory sequence is as follows:

1. Each Township holds its Statutory Public Meeting and may choose to adopt the Joint Official Plan afterward.

2. Each Township issues its Notice of Adoption (Planning Board is not required to issue notice unless s. 18(5) applies).

3. Each Township provides the certified adopting by-law to the Planning Board.

4. Within 15 days of the last adopting by-law, the Secretary-Treasurer submits the Joint Official Plan to MMAH for approval (Planning Act s. 18(1), s. 18(4), and s. 17(31)).

5. If one municipality does not adopt the Plan, the Board may still submit it provided a majority of member municipalities have adopted it.

The Planning Board has also noted the required 90-day interval between MMAH’s receipt of the draft Plan and the giving of notice for the open house (Planning Act s. 17(17) – (17.1)).

Items Requiring Council Direction:

To proceed with statutory requirements, Council is asked to provide direction on the following:

1. Selection of a Public Meeting Date (September 2026)

The Planning Board has requested that all municipalities hold their Statutory Public Meetings in September. Council is asked to select a preferred date and time so notice preparation can begin.

2. Attendance / Support at the Public Meeting

Council is asked to determine whether it wishes to have:

Attendance by either party may assist with technical questions related to the Joint Official Plan.

RECOMMENDATION

That Council:

1. Select a date and time in September 2026 for Laird Township’s Statutory Public Meeting for the Joint Official Plan; and

2. Provide direction on whether to request attendance from:

Recommended Motion:

BE IT RESOVED THAT Council receive the report titled Joint Official Plan – Statutory Public Meeting – September 2026 dated August 20, 2026;

AND THAT Council sets the Laird Township Statutory Public Meeting for the Joint Official Plan on September (blank), 2026 at (blank) p.m.;

AND FURTHER THAT Council requests the attendance of the Planning Board Secretary-Treasurer and a representative from J.L. Richards and Associates at the Statutory Public Meeting, and acknowledges that any associated costs will be the responsibility of Laird Township.

Council Phone Poll – Laird Hall Additional Work Request – July 30, 2026

PDF page 26.

COUNCIL PHONE POLL SURVEY – July 30, 2026

The Laird Hall is now level. The new foundation work under the kitchen has been completed. Stobie’s work should be close to completion by the end of next week. Contractors are currently awaiting delivery of new floor joists to replace several that have rotted.

The heat pump, generator, and fuel tanks were temporarily relocated to allow completion of the new drainage work and will need to be reinstalled once the foundation repairs are finished.

Staff request Council’s approval to proceed with additional work at the hall. This includes relocating the heat pump, generator, and propane tank so they are no longer positioned directly under the building’s eaves, and completing the drainage improvements to ensure all runoff flows away from the structure. At present, runoff has been directed toward the building, and in one location was directed underneath the structure, contributing to rot in the foundation.

Additional work requested: Staff recommend filling in the ditch at the rear of the hall to create space for future parking. This work will require four lengths of culvert pipe, three couplers, and gravel. The gravel will be supplied from Township stock; however, the culvert pipes and couplers will need to be purchased. The work itself would be completed using employee time.

Motion to be passed at the August 20, 2026, Council Meeting:

WHEREAS Council participated in a phone poll on July 30 and July 31, 2026 to provide preliminary approval for additional work required at Laird Hall;

BE IT RESOLVED THAT Council receives the recommendation of staff to relocate the heat pump, generator, and propane tank while contractors and staff are on site completing the foundation repairs, and directs staff to complete the required drainage work, including sloping of the back parking lot;

AND THAT Council approves the additional work to fill in the ditch to create space for future parking, requiring the purchase of four lengths of culvert pipe and three couplers, with gravel supplied from Township stock, and with the work completed using employee time;

Council authorizes staff to undertake this work and to contract services as required on a Time and Material basis, and further directs that the Acting Road Superintendent approve all Time and Material costs associated with completing this phase of work.

Memo: Request for Council’s Approval in Principle – Proposed 2.2 acre Lot Creation

PDF pages 27 to 29.

TOWNSHIP OF LAIRD
MEMORANDUM

Date: August 20, 2026

To: Mayor Evoy and Council

From: Jennifer Errington, Clerk Administrator

Subject: Request for Council’s Approval in Principle – Proposed 2.2 acre Lot Creation

Summary:

Staff have received a request for a property located on Lakeview Road; the owner is seeking Council’s approval in principle for a future consent application to the Echo Bay to Desbarats Planning Board. The applicant has provided a map identifying the proposed lot (shown in orange) to be created along the municipal road frontage.

PDF page 27 also includes a picture or diagram that is not reproduced here. Open PDF page 27.

Property Details:

Official Plan Context:

Under the current Zoning By-law, no additional severances are permitted. However, the new Joint Official Plan, once adopted, will update the severance date, making the subject property eligible for additional lot creation.

Applicant’s Request:

The applicant is seeking Council’s approval in principle prior to submitting a formal application to the Planning Board. This approval would indicate Council’s support for the concept once the new Official Plan policies come into effect. It does not constitute final approval or consent.

Planning Considerations:

Options for Council:

1. Support the proposed lot creation in principle, subject to the policies of the new Official Plan and all Planning Board requirements.

2. Decline to support the request in principle.

3. Defer the matter pending adoption of the new Official Plan or additional information.

RECOMMENDATION

That Council support the proposed lot creation in principle, recognizing that the property will become eligible for additional severances once the new Joint Official Plan is

adopted, and that full technical review will occur through the Echo Bay to Desbarats Planning Board at the time of formal application.

Recommended Motion:

BE IT RESOVED THAT Council receive the report titled Request for Council’s Approval in Principle – Proposed 2.2 acre Lot Creation dated August 20, 2026;

AND THAT Council supports the proposed lot creation in principle, subject to the policies of the new Joint Official Plan once adopted and subject to all requirements of the Echo Bay to Desbarats Planning Board at the time of application.

Memo: Open Arena Horse Night Extension Request

PDF page 31.

TOWNSHIP OF LAIRD
MEMORANDUM

Date: August 20, 2026

To: Mayor Evoy and Council

From: Jennifer Errington, Clerk Administrator

Subject: Open Arena Horse Night Extension Request

Summary:

The Open Arena Horse Nights began on June 10, 2026 and are scheduled to conclude on August 26, 2026. Three sessions were cancelled this season: July 15 due to poor air quality, and July 22 and July 29 due to saturated and unsafe arena footing following heavy rainfall.

Staff also noted that the arena experienced significant drainage issues in July, resulting in unsafe conditions and contributing to the cancellations. This matter has been referred to the Fairgrounds Committee for review and recommendations regarding any maintenance or improvements.

Attendance has remained steady throughout the season, with approximately 6 – 8 horses in the arena during peak periods (around 7:00 p.m.) and a total of 10 – 15 participants and spectators. The majority of attendees are Laird Township residents (approximately three-quarters), with additional participants from Sault Ste. Marie accompanying local riders. Weather conditions have not significantly affected turnout, as users generally attend regardless of light rain.

To compensate for the lost sessions in July, staff are requesting an extension of the Open Arena Horse Nights through the month of September.

RECOMMENDATION

Staff recommend that Council extend the Open Horse Arena Nights to September 30, 2026 to offset the cancellations experienced in July.

Recommended Motion:

BE IT RESOVED THAT Council receive the report titled Open Arena Night Extension Request dated August 20, 2026;

AND THAT Council extends the Open Arena Horse Nights, ending September 30, 2026.

Subject: Letter of Appreciation for the Use of Laird Hall and Bar River Hall

Dear Members of the Laird Council,

I am writing to express my sincere gratitude to the Laird Council for allowing us the use of the Laird Hall and Bar River Hall for Brenda Aelick’s dog training classes and my dog photography events. The photography sessions have become events that are deeply appreciated by many residents both within our township and well beyond it. Furthermore, two of our class participants were recently awarded High in Trial at the CKC Sault Dog Obedience show. Having access to these wonderful facilities has been instrumental in the success of these classes and events, and your support is deeply appreciated.

Dog training classes and photography sessions provide a vital service to our community. They offer a structured environment where dogs can learn essential social skills and obedience, directly contributing to public safety and happier, well-behaved pets in our neighborhoods. Beyond the animals themselves, these classes and photo sessions foster a strong sense of community. They bring residents together, offering a welcoming space to share advice, build friendships, and support one another as pet owners.

Most of our current members own at least one or, in many cases, multiple dogs, which highlights just how central pets are to the lives of our residents. It is our hope that we can encourage even more community members to join these classes and photo events in the future, ensuring that Laird remains a vibrant and safe environment for both pets and people.

Thank you once again for your continued support and for making these halls available to us. It is a community service that I appreciate very much as a resident of Laird township as do others, and I look forward to working with the Council to support our residents and their canine companions for many seasons to come.

Sincerely,

Rachel McBride

Dear Mayor and Council,

On behalf of the Dr. Harold S. Trefry Memorial Centre and the numerous clients that live within your municipal boundaries, thank you very much for the donation of $3040.00 towards supporting programs that service seniors and persons with a disability.

Your contribution and commitment to promote these essential programs for seniors and persons with a disability assists in making a significant difference in our capacity to enhance the overall well-being of the residents across the East Algoma Region and is the reason that so many of them remain in their own homes, and in their communities.

We value the partnership we have with The Township of Laird and are very grateful for the action your community has taken to ensure the success of the community support programs offered to seniors and those who wish to remain at home. The in-kind use of your “Hall’s” (Laird and Bar River) for our weekly exercise program has been so valuable to ensure no monetary burden for this program or its participants.

Dear Conservation Authority CAOs, General Managers, Board Chairs, Mayors and Heads of Council:

I am writing to announce the members of the transition committees that will support the implementation of regional conservation authority consolidation.

As you may recall, transition committees will provide advice and operational expertise to support transition activities, including the development of transition plans for each new regional conservation authority.

Committee membership includes the current CAO or General Manager and one board member from each existing conservation authority participating in a regional consolidation.

Each committee will be chaired by a dedicated project executive who will oversee transition activities and provide continuity by serving as the first Chief Administrative Officer of the new regional conservation authority for up to two years. Project executives were recently appointed.

Following a brief orientation period, project executives will convene their transition committees and begin transition planning activities in the coming weeks.

Please find below the membership of the transition committees for each of the eight new regional conservation authorities.
