BEING A BY-LAW TO ESTABLISH THE SAULT STE. MARIE O.P.P. DETACHMENT BOARD PURSUANT TO THE COMMUNITY SAFETY AND POLICING ACT, 2019

WHEREAS The Township of Laird recognizes the importance of community involvement and oversight in matters pertaining to policing within our jurisdiction.

AND WHEREAS the Community Safety and Policing Act, 2019, empowers municipalities to establish Police Detachment Boards to provide civilian governance and oversight of policing services;

NOW THEREFORE, the Council of the Township of Laird enacts as follows:

1. Establishment of the Sault Ste. Marie O.P.P Detachment Board

1.1. There shall be established a Sault Ste. Marie O.P.P. Detachment Board (hereinafter referred to as “the Board”) for the purpose of advising the Ontario Provincial Police detachment commander assigned to the Sault Ste. Marie detachment, with respect to O.P.P. services in the catchment area of the board.

2. Composition of the Board

2.1. The Board shall consist of the following members:

• a) One member appointed by the Council of the Township of Macdonald, Meredith & Aberdeen Additional, who is a member of the Council of the municipality.
• b) One member appointed by the Council of the Township of Laird, who is a member of the Council of the municipality.
• c) One community member appointed by the Council of the Township of Macdonald, Meredith & Aberdeen Additional, who is neither a member of the Council of, nor an employee of, the municipality.
• d) One community member appointed by the Council of the Township of Laird, who is neither a member of the council of, nor an employee of, the municipality.
• e) One provincial appointee, appointed by the Minister in accordance with the qualifications set out in the Community Safety and Policing Act, 2019.

3. Qualifications

3.1. Appointees to the Sault Ste. Marie O.P.P. Detachment Board should be active members of their community with general knowledge of O.P.P. Detachment Boards’ duties and responsibilities and awareness of community safety issues and programs within their local community.

3.2 Members appointed by the Solicitor General must be residents of Ontario and must meet the eligibility criteria outlined in the Community Safety and Policing Act, 2019.

4. Terms of Office

4.1 The term of office for members of the Board shall be as follows:

• a) Members appointed by Laird Township and Macdonald, Meredith & Aberdeen Additional Township shall have terms of office set by their respective municipalities, not to exceed the term of office of the council of the municipality that appointed them.
• b) The term of office for the provincial appointee shall be set out by the Minister.

5. Meetings

5.1 The Board shall meet a minimum of four times per year, as required by the Community Safety and Policing Act, 2019.

6. Remuneration

6.1 Appointees to the Sault Ste. Marie O.P.P. Detachment Board shall be remunerated by the municipalities that appoint members to the board.

7. Repeal

7.1 Any by-laws or parts of by-laws that are inconsistent with the provision of this by-law are hereby repealed.

8. Effective Date

8.1. This bylaw shall come into force and effect upon the date of its final passage and approval by the Township Council.
